WOW. I have had to call Taurus twice (both my stupid fault). They answered the first one. The called back the next morn on the 2nd time. I have had no problems at all with my Tauruses. (except for me losing stuff)
As for welding it, If you (or a friend) can weld well, go for it. The worst that can happen is you crack it again. If you are a good welder, you won't have that problem. I'd recommend tig. I don't know if hammers are heat treated, but use common sense and re-treat if needed.
