It sounds like you have a rough "entry" in your chamber - chamfer it very slightly - and yes, it won't hurt anything to polish your chamber SLIGHTLY!
357 is about .100 longer so it would bind more than 38 special.
As I fit a barrel to any action (rifle) I always make an infenitesimal break in chamber entry and polish. I think a little polishing and take off that sharp edge in the chamber will help.
You might also very slightly polish your extractor of any burrs it has (do not change angles)!
