Sorry but what you're asking can't be done on the cheap. If you want a cheap shooting nagant, just buy bulk 7.62x54R. Or you could reload for it and the x39 by buying a crapload of unloaded 7.62 bullets at wholesale and hand loading both cartridges with the same bullet.

You MIGHT be able to find a ruger M77 bolt action chambered in 7.62x39 but AFAIK few were made and they are very rare, and often expensive due to this.

Why not just enjoy the awesome-ness of shooting steel core ammo in a nagant? For marginally more expensive ammo you get a lot more muzzle energy and range, and a flatter trajectory...And due to heavier bullets, less wind drift. The money you save on the rifle will likely buy more than enough ammo to make up for the fact the 7.62x39 is $.05 cheaper.
