IMR 4064 uses the lowest charge weights for that bullet (without resorting to a magnum rifle primer) in my Speer manual for any standard type load ..... and is not the most expensive powder on the shelf at my LGS......
They list a a "reduced" load with that bullet of 22-26 grains of SR4759, but that yields pistol caliber carbine velocities ......
Ramshot powders are generally cheaper, though I do not have any data or suggestions, as I don't have any experience with them.
If you are looking to reload on the cheap, maybe buying factory second or "blemished" bullets in bulk would be a better cost cutter ....... certainly cheaper than a new rifle.
