If he can start with the hex stock before heat treating, then turning it down and threading it is easy. You can even drill and tap it and Loctite a long hardened screw in and use an abrasive wheel to cut off the head and excess thread and taper the end a little. It may be possible to do that with what you already have, using a carbide drill and tap, but no guarantee.
