To measure the barrel, close action, drop a dowel down the barrel, and with the dowel sitting on the breechface, mark the dowel and then measure the dowel to the mark...This is the correct way to measure the barrel

Then stand the gun with the muzzle on floor against a wall, and mark on the wall the end of the butt stock...This is the correct way to measure the OAL...

If the barrel is fine, but the OAL is off, simply replace the stock...

If the barrel is too short (less than 18), the it is illegal, and can not be made legal...
