I also find it hard to believe. The only thing I find harder is locating a source of Congress' power over indigenous California toads, if the commerce and general welfare clauses are eliminated. I've studied Article 1, Section 8 several times looking for an answer. Maybe you saw one I missed? Roberts did say there was some other grounds for upholding the law, but I can't figure out what he meant.
