It is my understanding that a few months ago the PR Supreme Court basically told the authorities they "Must Issue" to any applicant, unless the applicant is a prohibited person (ie felon) They took Heller as we would.
This political activity is probably in responce to that ruling. Now would be the time to apply for a pistol permit for "any lawful purpose" in PR before the politico's screw things up for you again.
