Hogdogs, compressed air did the trick. I'm not sure what exactly was holding/slowing the ejecter up but whatever it was compressed air got rid of it. Gave it a quick cleaning and now its working perfectly.
For those that wanted to know what a Beretta BL4 looks like here is a picture I found on Google. Mine is primarily a trap/skeet gun but I know people that prefer them for upland birds.
