CCI Velocitors would be my choice in .22 LR. While they are a hollowpoint, they won't typically expand from a handgun, which is probably a good thing because the lack of expansion enhances penetration. What I like about them is that not only do they penetrate reasonably well for a .22, but they also tend to destabilize and yaw at handgun velocities.
