Well, it's good that you're feeling torn about this, but...
It is his responsibility to make sure that the address that you have for shipping is the correct one.
It is his responsibility to make sure that the address he put into the gunbroker is the correct and up to date one.
I agree that this sounds like a scam.
The delivery confirmation notice from a common carrier is, I believe, legal confirmation of delivery of an item.
It sounds as if you (mostly) upheld your end of the agreement. It's up to him to contact the common carrier and the place where he used to live.
It's not up to you to replace the product.
