As another 'aside', with 7000 grains equaling one pound, the additional 23 grains does not amount to much, but apparently more than does the job re PENETRATION and EXPANSION.

And, in actual shootings in San Diego, it's apparently been reported that it actually penetrates 13", consistent with some of the gel testing.
