Question about loading with cannelure

So far to date, the only thing I have ever loaded is 9mm pistol for me and .223 rifle for my daughter. I load the Hornady v-Max 55gr with no cannelure.

Well tonight I was using my OAL gauge and it came to 3.300 to touch the lands. Well I want to start at 3.280 for my OAL for my 7mm rem mag. So I scooted the bullet in just a hair to the 3.280 OAL and I I noticed that the entire cannelure was just above the case mouth. I am loading the Hornady BTSP 139gr.

Question is does at least a small part of the cannelure need to be below the case mouth or can I start at the OAL I want to of 3.280 where the whole cannelure is just above the case mouth? I will not be crimping as I plan to have neck tension holding the bullet in place.
