378 Weatherby Brass

To begin with, I know the differences between the .416 Rigby and Weatherby Magnum case dimensions and such. I also know that the belt on the Weatherby case is to headspace off of. So there is no point in touching on those points. After the first firing, however, the belt doesn't really have a purpose. Say you took the .416 Rigby brass and formed it to .378 Weatherby Magnum dimensions(by fire forming, or hydraulic case forming), just minus the belt. How safe would this be?? I had someone ask me, and I couldn't figure out why to tell them it was a horrible and dangerous idea. Any takers? Thanks in advance.
