No, they make several types of gel (some for arrows, dummies, and bullets). Their bullet gel is called "FBI spec." I calibrated it as I do every time (per mfg specs) and almost all of my tests are within 1-2" of ammo manufacturer published data.
Other tests have reported very similar penetration in actual ballistic gel so I think it's a good representation of what can be expected.
