Keeping the mortar rounds is OK and the way it should have been handled. If you found some 6yr olds playing with cherry bombs, you wouldn't beat the hell out of them, you would confiscate them and go play with them yourself...
I'm sure that if he was previously skirting the law a little, he won't anymore. A simple admonishment and all is well.
