Just guessing, but the key word here is 'is'. Current tense, not past tense. I think that notion could be because I had to take 6th grade English..twice. We had to conjugate 'to be' lots of times. Conjugating wasn't as much fun as it sounds.
Not so much as his issue sidearm years ago, but his current (civilian) carry.
