For future reference to anyone, I had used blue thread lock on the scope rail screws from some tips I saw online. Such as http://www.calguns.net/calgunforum/a.../t-483149.html

The thread lock dripped in to the chamber and was gumming up the bolt pretty bad. I stripped everything and cleaned out the thread lock. The screws are NOT long enough to thread in to the receiver.

Looks like it was a noob mistake. Hopefully I don't make worse ones.
