Military surplus 308 and 30-06 are both plentiful and inexpensive here on the west coast of the U.S. I also think 223 is a great choice for learning. It will force him to judge wind better and will be just as much fun at 800 yards as at 100. Just a thought that he may not want to upgrade later on when he discovers that a gentle breeze pushes his bullets around.
