It does, a continuous one; which may turn out to be a problem.

Colt cut out the rail section above the slide stop lever, to alleviate frame cracking problems that were occuring on the very first Delta Elites. Looking at photos of the RIA it does not have the cut out.

I know, I know, different rail and yes I am not a fan of that type of rails on 1911s; YMMV! And I do reserve the right to change my mind, now and again... as the mood strikes and what not...
