The Ruger pistols are a good choice for limited budget... as they are good quality, and Ruger is known to stand behind their firearms.
As far as carry... the LC9 is a good choice, and it can serve the home defense role if you only own the one pistol.
I seen them going for $350 at a gun show last weekend, prices from good online sellers should be similar.
If you can go a little larger, the SR9C is a good choice. It has a shorter grip than the normal SR9 for carry, and it comes with a longer magazine that has a sleeve to lengthen the grip to normal for home and range. They do cost a bit more, a little more than $400.
The used market can be a good way to go, though I feel that new owners need to be extra wary, and have experienced help go along if possible.
