They are nice for long-range encounters. Flamethrowers are better for social distances. 
I had both assigned to me as an Army MP. At my first unit, it was an M67 90mm recoilless rifle.
At my second unit it was a CS dispenser that could be modified to fire flame instead of CS. It was a nice supplement to my 1911, M16, and 12 ga.
