JBM Ballistics Stability calculator agrees (with some data extrapolated from Hornady's other bullets) that that bullet would be marginally stable from a 1:14 twist. However, I have found that calculation to be rather pessimistic with small bore cartridges so you'll definitely have to try it and see.

For data, there is tons of it available on-line for any of the similar Hornady bullets, such as at Hodgdon's site. Extrapolate from there, start low and work up.
