Saving money with a rimfire is a risky proposition. The last time we had an election, rimfire ammo prices rose higher than what I was paying to handload .45 ACP. If you are stuck with factory ammo, rimfire might be a good idea, but you will save, many times over, investing in handloading equipment. Now would be a very good time to do so!
Those old Stars are fun guns. I had a couple of PDs, and I see a half-dozen different 9mm Stars offered for cheap in Shotgun News. Jeff Cooper thought very highly of the BKS "Starlight", so I've always wanted one of those.
