I'd be inclined to agree with you, BigJimP!

I know I wouldn't do it, but I wouldn't put it beyond some people: it's just that these seem pretty clued up and reasonable folk.

I do remember thinking "woaw, there buddy!!" when I heard that but the more I think about it, I'm pretty sure they must have been pulling my leg, or it was something lost in translation. Particularly, if they were just talking about an "imagine if..." type scenario.
