Do the permits have a time limit? If not I second the recommendation of bumping it up. Honestly for under $100 online I am not sure you will find anything that you will be happy in the long run. I would hate to have the feeling that I "wasted" one of my permits on a gun that I am not happy with in the long run.

You can find many many more shootable and interesting guns if you bump the price up some. Makarovs and CZ 83 for $200 - $250. High quality S&W used revolvers for under $300.

The novelty and the interest will wear off much quicker on a $100 25acp gun once you find out it is not durable and parts are hard to find. On the other hand a Makarov or S&W revolver will stay with you for a long time
