The "new" PA law is a revision of the old
PA law that pertains to self defense. It makes PA a "stand your ground" state. It has nothing
to do with carry. Unlicensed carry (and transport) of a firearm in a motor vehicle is still illegal in PA except for certain specific destinations. Passing through PA is still subject to the FOPA but the new stand your ground law doesn't apply to this situation in any way.
