Al has hit it on the head. The applicable provision of the 14th Amendment talks about the right of a
person and not a citizen. Since the RKBA is now a fundamental right incorporated by the 14th, it seems obvious that lawful resident aliens are included within its protection. I think the tougher issue is the rights of non-resident legal aliens or even illegal aliens but that's going off-topic.
