Insert a cleaning rod from the muzzle, put an oversize bronze cleaning brush on the cleaning rod and pull it hard into the broken off case. Then push the case out. You may have to use some WD-40 to loosen the case.

A .45 bronze brush works well for removing broken .30-06 cases.
