I tried this data with my H-110, WLP primers, and 300gr XTP bullets. I didn't get consistent ignition until I got above 21.5gr. The lower charged cases didn't even develop enough pressure for the bullet to jump the crimp and leave the case. Just badly sooted the base of the bullet. YMMV.
