IINM, there may be a loop hole in the storage requirements. Typically NFPA standards apply to storage facilities, while DOT standards apply while the powder is being transported. Depending on local interpretation, as long as you leave the powder in a licensed/complying trailer, it's considered still in transit and the NFPA storage requirements don't apply.
