No it is not, it is about 3/4 the size of H-4895 and you do not get a compressed charge with H-4895 till you are OVER 26 grains.
Sorry ,but you are mistaken. Take the time to load 26gr of IMR 4198 into a 223 case and watch it overflow. 22gr will be just below the neck shoulder junction.

Nosler #6 lists load density with each powder charge. In the 223 section, 22gr of IMR 4198 has a Load density of 91% with 50/52gr bullets.
QuickLoad lists 22gr of IMR 4198 as 100% with 55gr Hornady FMJ.
