It's a long-held axiom that, if you don't know anything about something, it might be dangerous to mess with it. We can be pretty sure that most of the people "far up the chain" don't know much about guns.
Does anyone have any info on how much the average BATFE employee actually knows about guns?
I suspect that, the higher up the chain, the less knowledge.
Kinda like our government in general, I guess.
