I have a few TC barrels and frames (old style). Just a thought if you have not tried it, remove the forearm and try to close the action. It that does not help, then reinstall the forearm and remove the grip. I have bindings in both of those locations before and once I removed the forearm or the grip I found that the action closed easily.
