It is time to have this guy criminally prosecuted. This is beyond mere a mere civil matter now. He has engaged in crimes and needs to go down for it. I don;t think he is allowed to charge for services not yet rendered, and for sure cannot charge amounts greater than what was agreed to by both parties. Get law enforcement involved and everyone else you can think of.
