Of course they can... that's why you use them... to minimize the odds of failure...
I think the reason
your specific shot failed, was probably due to the wrong bullet design/construction for the specific conditions...
You cannot cover for
EVERY specific condition... so you have to trim the fat were you can.
Magnums trim the fat...
