Most any reloading manual will give you the data. IMR 4895 can be used in just about every rifle cartridge except the .398? I understand the phenomenon of the fingers not being connected to the keyboard-brain synapse and you meant to say .308.
For liability purposes I wouldn't recommend that anyone give a specific charge designation over the net. Just go to any reputable reloading data book and experiment, thats' the fun of reloading.
As for the .398 cartridge I would recommend that you inform Fienstien and Schummer that you have developed a new anti personnel vehicle weapon and suggest that they introduce a bill to ban it, should keep them busy and out of our hair for a while. At the same time make them look like the idiots that they are.
