This isn't like being attacked by a nation, it's more like being attacked by a multinational corporation, say, IBM. Suppose you found out that IBM was responsible for the WTC attack? Would you nuke Hartford, Connecticut? Maybe Atlanta too? After all, they have offices and employees in both locations, probably sympathizers there, too.
Have you guys read Mao? When a small faction is fighting the big opponent, they hide amongst the civilians. That way, when the big opponent retaliates and kills civilians, it provides more recruits to the cause.
