I would imagine that the recoil from a shotgun sawed off at both ends would make controlling it a challenge.

Hypothetically, wouldn't an over - n - under whipit gun be a little more compact?

Yup, and yup, Jeff. In fact, it's a real B!t@h to hit with one of them. Good for a firefight in a phone booth, but that's about it.
