The damage didn't happen on my watch, but it is severe enough that I don't believe the rifle will ever have any collectable value.

If that's the case, I would like some input on the best DIY method to clean it up for use (e.g., brass brush Dremel, chemical, etc.) I'm pretty ignorant of such.

It's a sweet shooter and is like the one I was taught to shoot at age 8

soak everything metal in penetrating oil for a week.
Get some BRONZE tooth brushes and clean things up.
Now you have the choice to hand polish and reblue or just touch up what you have and go with it.

62s with fine bores always have value as shooters so be gentle.

Shooters go for $300-400, so that's not a gun to mess up by doing it wrong. If the rust polishes off completely you might want to consider a professional reblue, by the time you pass it to the grandkids an "old reblue" won't hurt the value much ;)
