You're in Wisconsin, so I assume this is for hunting deer in the woods.
I like the Leupold VX-II 2-7x33mm, but it's $300

I haven't used it, but the Bushnell Elite 3200 2-7 x 32mm is about $180

Rainguard sounds like a nice feature

Tikkas are long action rifles and as much as I'd like to recommend a Nikon Monarch 2-8x32 (http://swfa.com/Nikon-2-8x32-Monarch-Riflescope-P11157.aspx) I'm pretty sure the tube isn't long enough to mount on a Tikka.

First choice Bushnell Elite 4200 in 3-9x40 (http://swfa.com/Bushnell-3-9x40-Elite-4200-Rifle-Scope-P6910.aspx) for $259. These are outstanding scopes that were made to give Bushnell's largest dealers a bargain priced version of their pricey premium 4200 scopes.

Second choice Nikon's Team Primos 3-9x40 (http://swfa.com/Nikon-3-9x40-Team-Primos-Riflescope-P44156.aspx) for $200. This is essentially an older Monarch UCC rebadged as a Team Primos. Note these have a BDC reticle.

Both of the above are big steps up from Burris' Fullfield II, Nikon's Buckmaster, Bushnells 3200, or Leupold's VX-I, and perhaps a small step up from a VX-II.

My Tikka T3 Lite with a Nikon Team Primos in Talley Lightweight (http://swfa.com/Talley-Lightweight-Aluminum-Scopemounts-C746.aspx) mounts (recommeded).

That's a good point, did the Tikka come with rings? If so, can you measure ring spacing (outside-to-outside)? Most of the scope manufacturer give the max ring spacing in the specs.

Tikka's factory rings are just awful. The two that I recommend are Talley Lightweight for medium length scopes and DedNutz for longer scopes.

Posted to illustrate a DedNutz mount on a Tikka T3 Lite. Note the scope's tube is quite long.
