What would happen if I shortened the barrel on my sks? I realize there would be a loss of velocity, but how would the function be affected?

How short? Too short and you're going to have cycling issues.

Down to about 3 inches in front of the gas port. I would need enough room to remount the front sight.

On further investigation, to retain the front sight, I would have to have the barrel turned on a lathe. More work than it's worth.

Norinco made carbines for a while, they may have deleted the bayonets, I don't recall.

The SKS only starts out with a 20" barrel, so you only have 4" to play with before the gentlemen of the BATF would like to talk to you. But if you really mess it up, a replacement barrel should be $50 or less, so it's not too risky a game.

IIRC Norinco sold them as "Cowboy Carbines". 16" and very compact.

Maybe the way to go would be to just buy a shorter barrel.
