I'm going to go ahead and say that we need more information.

How old is the rifle?
What ammo are you shooting?
What are the optics?
How experienced is the shooter? (Can you do better with other rifles?)
Does it do the same with other shooters?

You may and may not see an improvement, it all depends on the rifle. At least you should have more consistent groups...

Iam not so sure,If action bedding is so effective then why doesnt the big gunmakers do it ??

i took my howa 1500 30.06 in to have it bedded and they said it can also hurt the accuracy just as easily as helping it.

Some do. The Savages (known for out-of-box accuracy) come pillar bedded.

From what I gather I think bedding is a crapshoot,a roll of the dice.perhaps even a myth.

On the contrary, it is a very positive thing. Mostly beneficial for rifles without the really thin sporting barrels. Properly done, it will help the rifle shoot more consistently, if not more accurately. It all depends on how the rifle is currently sitting in the stock. It can't hurt to do. Make accuracy worse? Maybe if you bed a rifle and freefloat the barrel of that rifle at the same time, when the barrel was previously not free floated. Sometimes with the thinner barrels, freefloating makes the accuracy worse. These barrels need a pressure point out towards the end of the stock to dampen the vibrations for more accurate shooting. No way to know except to try these things.
