How do you do the animated smileys (i.e. tougue sticking out, eyes rolling)?

I've seen others that aren't on the legend, are those external gifs (via img tags)?

Yep, those are external images (gifs). We try to keep them to a minimum since they are a bandwidth hog and don't usually add much to the content of postings. (Though some of them are pretty funny) :)
