Somewhere, somehow, even though the database and vbulletin settings are the same, and even though this is a stock install of php and apache from debian-testing, on this temporary server vbulletin is sending messages as base64-encoded utf-8, while on the old server it was sending them as plain iso-8859-1.
Trying to figure out why.
