I am working with one of my friends on shooting with an AR15 and a 9MM Pistol. My question is... at what point do you think someone is good enough with hitting stationary targets to pursue moving targets, target aquisition techniques, and the like?

Ive been working with him at 100m and 200m distances with the AR, and 7m and 20m distances for the Handgun.

I would say when he has proven to be a safe shooter and can call his shots. Just my .02 worth.

All of the previous are decent answers. The most important is being safe, but point shooting is also important because it is by far the best way to engage targets while moving. Now if you're talking about moving targets at a distance of 100 to 200m, you obviously use sighted shooting then. Just be realistic on anything you start. Don't try to hit a target at 200m while you are on a dead sprint laterally.
