I just atart reloading and looking for suitable IMR powder for a 223 Rem. light varmint gun and 308 target gun in a 400-600 yards range. Accuracy (meter-ability), low recoil and clean burning would be very desirable. Thanks, sbs.

Not an expert, but I use IMR 4895 for both .223 and .308. I notice also that a lot of service rifle competators swear by 4895.

Many High Power shooters using both 223 and 308 rifles use Varget from Hodgdon. IMR 4064 is close in burning rate, but I've heard that it doesn't do too well accuracy-wise with less than near-max loads. 4064 has a long kernel, and so doesn't meter as smoothly as Varget and some of the other finer grained stick powders. I like Varget, Viht N-135 & N-140 in my AR15 Service Rifle, with bullets in the 68-80gr. weight range. Alliant RL-15 is another good one in this burning range.
