Currently I live in CA and am looking to find out if I can register a non-California certified handgun here. It has been more than a year since I have moved here and found a process called " CA voluntary firearm registration".

To do this do I have to have a CA certified firearm?

If this is possible, would I be able to use this firearm to apply for CA concealed carry?

The Roster has nothing to do with registering a handgun you move to CA. You are supposed to register handguns within 60 days of moving one into the state, and the correct form is the New Resident (http://oag.ca.gov/sites/all/files/pdfs/firearms/forms/ab991frm.pdf?) form.

The Roster has no meaning for a handgun being listed on a License to Carry, if you can get one. A few issuing agencies have a different opinion, but that opinion is not supported by Penal Code.
